Registration for the study semester takes place electronically in LUIS, using the UL username and password. Registration must be completed during the semester registration week in accordance with the academic calendar. If all academic obligations have been fulfilled, it is also possible to register for the semester before the official registration week.
Registration for study courses takes place in accordance with the procedure approved by the UL Senate.
1. Registration for mandatory (Part A) courses takes place automatically when registering for the semester.
2. Students register personally in LUIS for elective courses (Parts B and C) of the study programme:
• for elective courses (Part B) of the study programme – during the registration week and the first week of the semester in LUIS;
• for optional courses (Part C) administered by the Doctoral School and offered by the faculty – during the registration week and the first week of the semester in LUIS.
Please note!
• By registering for a study course, the doctoral student undertakes to fulfil the requirements set out in the course programme. Failure to do so will result in the student being recorded as having an academic debt;
• The total number of courses taken by a student may not exceed the number specified in the programme. Additional courses taken must be paid for in accordance with the fees for paid services.
Studies According to an Individual Plan
During the studies, the doctoral student completes theoretical courses, passes doctoral examinations, conducts research, presents research results at scientific conferences, and publishes them in internationally recognised peer-reviewed scientific journals. Together with the academic supervisor of the doctoral thesis, the doctoral student develops an individual work plan in accordance with the requirements set by the doctoral study programme at the beginning of each study semester. The results of the implementation of the individual work plan are reviewed by the disciplinary doctoral council once a year (or every six months), based on the doctoral student’s submitted individual progress report. At the end of the studies, the doctoral student prepares and submits the doctoral thesis for defence in accordance with the individual plan.

A doctoral student has the right to change the study programme if the research direction has changed during the doctoral studies or if the research topic is interdisciplinary. To change the study programme, the doctoral student must submit an application to the directors of both the current and the new study programmes by the first day of the registration week of the respective semester. After obtaining the approval of both programme directors, the doctoral student signs a new study agreement for the new programme. The disciplinary doctoral council decides on the completion or recognition of study courses within the new study programme.
A doctoral student may change the mode of study from full-time to part-time studies on a self-financed basis (if such a study mode is available in the programme) by submitting an application for a change of study mode to the doctoral council of the disciplinary. A change of study mode may also be initiated by the disciplinary doctoral council if the doctoral student requires additional time to complete their doctoral thesis.
To assess and improve study quality, the University of Latvia has developed a survey system aimed at regularly gathering doctoral students’ opinions and levels of satisfaction, as well as using this information for enhancing the internal quality management system. Within the survey system, each semester a survey is conducted on the quality of course content and instructors’ work. Additional surveys are also carried out to evaluate the study process. The centrally organized, regular surveys for students take place in LUIS. To ensure representative results, participation in regular surveys is mandatory for doctoral students.
A student card serves as official proof of doctoral student status and must be held throughout the entire study period. It is required for using services at the UL Library, accessing shared computers at the Academic Centre, etc.
The card also provides discounts for visiting the UL Botanical Garden, museums, theatres, exhibitions and other sites.
1. First-Time Issuance
To obtain a student card for the first time, the student must be photographed at the Student Service (Raiņa Blvd. 19, Room 125, Riga):

2. Duplicate Student Card
A duplicate may be ordered remotely by writing to studentu.serviss@lu.lv.
Attention: The e-mail (sent from the UL e-mail address) must include the personal identification number and an attached portrait photo on a light, plain background.
3. How to Extend the Student Card
The student card is issued with a validity period until the first day of the second month of the next semester (01.03 or 01.10). As the expiry date approaches, the card is extended with a special sticker. Stickers can be obtained at the student’s faculty from the doctoral study programme coordinator or at the Doctoral School.
4. What to Do if Personal Data Has Changed
From the UL e-mail address (name.surname@lu.lv), the student must send an e-mail to ilze.danusevica@lu.lv, attaching a copy of the identity document showing the updated information, and request data updates in LUIS. Once the change has been approved in LUIS, the student must contact the UL Student Service to request a new student card.

<strong>Tuition fees</strong> for all UL study programmes are determined in accordance with the UL Senate-approved Regulations on Study Financing. The fee is set for the entire duration of the programme and does not change during the study period. Tuition fees for the upcoming academic year are approved by an UL Order on tuition fee amounts no later than 1 December of the preceding year. The Study Agreement signed between the doctoral student and the UL prior to matriculation specifies the tuition fee for the respective programme as well as the payment schedule. A UL doctoral student may apply for a tuition fee reduction if the UL is their primary workplace and they successfully fulfill the requirements of the doctoral study programme.

In accordance with the University of Latvia Doctoral Studies Regulations, during their studies a doctoral student has the right to request academic leave (study interruption) for up to two years, with approval from the scientific supervisor of the doctoral thesis and the disciplinary doctoral council. During the study interruption, the student retains doctoral student status and the right to a study place in the programme and study form. Reasons for study interruption may include health, social or family issues, extended periods of research work abroad, the need to compile and analyse research results, etc.
1.To continue studies after a study interruption, the doctoral student must submit an application for registration for the semester and the semester’s study courses within the registration week.
2. A doctoral student who has been granted a study interruption for two semesters has the right to request an early termination of the interruption and resume studies after the end of the first semester of the interruption. The student must submit a written request to the disciplinary doctoral council and the Director of the Doctoral School no later than the first day of the registration week.
3. After a study interruption, the doctoral student retains the previous source of funding. If the studies are financed by legal or natural persons, upon registering after the study interruption, the doctoral student must conclude an addendum to the Study Agreement of the University of Latvia regarding changes in the tuition fee and payment schedule.
4. If changes have occurred in the study programme during the study interruption, the doctoral student continues studies in accordance with the updated programme requirements. If necessary, recognition of study courses completed before the interruption is carried out in accordance with the procedures established by the UL.
Exmatriculation is the removal of a student from the student register. Exmatriculation is regulated by Article 49 of the Law on Higher Education Institutions.
A student may be removed from the student register if:
- the student requests it;
- the student has fulfilled the requirements of the study programme and obtained the degree or qualification;
- the student has fulfilled the theoretical requirements of the study programme but has not passed the final examinations;
- it has been established that the student’s admission was influenced by deception, bribery or other actions violating the principle of equal treatment of applicants;
- the student has not fulfilled the requirements set out in the Study Agreement.
Doctoral students are exmatriculated by order of the Rector, based on a proposal from the relevant doctoral council.
A doctoral student who wishes to request exmatriculation must submit a written application to the Director of the Doctoral School, Prof. Zanda Rubene.
A student may appeal the exmatriculation decision within one month from the date it enters into force by submitting an application to the UL Academic Arbitration Court.
