1. Applicants Eligible for Both State-Funded and Fee-Paying Study Places 

The following categories of applicants may apply both for state-funded doctoral places and for fee-paying places: 

  • Citizens and non-citizens of the Republic of Latvia;
  • Citizens of European Union (EU) Member States;
  • Citizens of European Economic Area (EEA) countries;
  • Citizens of the Swiss Confederation;
  • EU long-term residents holding a valid residence permit;
  • Ukrainian civilians, including:

    -Citizens of Ukraine and their family members;
    -Persons who have been granted permanent residence, stateless status, or international protection in Ukraine and are unable to return to their country of citizenship.

2. Applicants Eligible Only for Fee-Paying Study Places 

Foreign nationals who do not fall into any of the categories listed above participate in the general competition only for fee-paying doctoral places, financed by private individuals or legal entities. 

Tuition fee varies by programme.

Additional Conditions and Important Notes on Funding:

  • Transition to fee-paying studies
    Applicants eligible for state-funded places who are not admitted due to competition results may choose to continue in the competition for fee-paying places.
     
  • Out-of-cycle admission linked to research projects
    If a doctoral vacancy is announced within a research project, out-of-cycle admission may be organised.
     
  • Restrictions on state-funded places
    UL may refuse or postpone enrolment in a state-funded place if the applicant is simultaneously enrolled as state-funded student in another programme at UL or other higher education institution in Latvia.
     
  • Grants and scholarships
    The UL does not award scholarships or grants directly upon admission. Doctoral students may apply for funding opportunities offered by the University or external organisations when available. Additional funding may be obtained through employment in externally funded research projects or project-based positions, subject to availability and relevance.
     
  • Study loans Citizens of the EU/EEA or Switzerland who have an issued a permanent or temporary residence permit in Latvia may apply for a study loan after successfully enrolled in a doctoral study programme.
